Initiative petition seeks removal of 2 councilors, limiting business hours

Sherwood resident Jim Claus has submitted initiative petitions seeking the recall of Sherwood City Councilors Matt Langer and Dave Grant, along with a separate measure that would place a limit on the hours Sherwood city businesses could be open.

Among other issues, Claus, a frequent critic of Sherwood city government, seeks the recall of both councilors because of their “blatant disregard of the will of the voters.” Claus must collect 1,011 over the course of 90 days if he wants to send the measure to voters. A petition filed last summer by the Sherwood Community Action Committee failed to collect enough signatures to place a measure to recall Langer on a future ballot.

At the same time, Claus has filed an initiative petition to limit 24-hour businesses. That petition, which also could be placed on an upcoming ballot, asks voters whether businesses in the city should be required to be closed between 1 to 5 a.m. daily. The prohibition would not apply to restaurants, gas stations, movie theaters, spas, drugstores or vending machines. Violators could be fined up to $1,000 per day.

Limiting business hours was one suggestion a business ordinance committee — which was established after an outcry following an announcement of a Walmart superstore coming to Sherwood — considered last summer. Some Walmart superstores are open 24 hours a day.

The ordinance committee forwarded the issue to the Sherwood City Council for possible inclusion on an upcoming ballot but the majority of councilors decided not to send the measure to voters.

If the petition isn’t challenged by Oct. 31, Claus must also collect 1,011 signatures over the next two years. Neither the recall nor the business measures will be on the Nov. 5 ballot.
