The Portland Police Bureau formally outlined on Tuesday its new hot spot policing program, which the police are calling Neighborhood Involvement Locations. Twenty-five hot spots in 20 Portland neighborhoods will see officers making sporadic foot patrols lasting 10 to 15 minutes.

As detailed in a December Portland Tribune story, the primary goals of the new program are to deter crime in high-crime hot spots, and also to build better lines of communication between police and people who live and work near the hot spots. Some hot spots are as small as apartment buildings or parking lots adjoining particular bars or convenience stores.

Another goal of the program is to study the effect of the foot patrols on crime. Previous studies in other cities have shown the mere presence of officers on foot, rather than in patrol cars, can reduce crime. Portland police will also be studying what the officers do in their 10-15 minute patrols, and which actions correlate with reduced crime.

According to data from Portland State University researchers, 40 percent of the crimes in Portland occur in 3.5 percent of the city’s geography.

The locations selected for the new patrols are:

• Lloyd District/Eliot - Northeast Broadway & Victoria Avenue

• Hosford-Abernethy/Creston-Kenilworth - Southeast 28th Place & Powell Boulevard

• Pearl/Old Town/Chinatown - 800 block of Northwest 6th Avenue

• Downtown - Southwest 1st Avenue & Salmon Street
