Two men arrested in human trafficking investigation

Two 13-year-old girls forced into prostitution at adult club, police say


Beaverton Police Department detectives, with the help of other local law enforcement agencies, arrested two suspects related to a sexual assault and sex trafficking operation involving two 13-year-old girls living in the Beaverton area.

Victor Moreno-Hernandez, 27, and Steven Jason Toth, 42, both of Beaverton, were arrested on Tuesday, when detectives served search warrants at two residences in Beaverton and at Stars Cabaret, an adult entertainment business at 4570 S.W. Lombard Ave.by: BEAVERTON POLICE DEPARTMENT - Victor Moreno-Hernandez, 27, was arrested on Tuesday as part of an investigation into human trafficking and prostitution around Beaverton.

Beaverton Police Department detectives initiated an investigation on Sept. 20 into the sexual assault and sexual trafficking of two 13-year-old females in Beaverton and the Portland metro area. One victim was identified as a runaway who in 2012 had met at least three adult males in Beaverton. These individuals engaged in a process over a period of time where the juvenile was sexually assaulted and forced into prostitution, said Officer Mike Rowe, Beaverton Police Department spokesman. At least one of the suspects provided the juvenile with methamphetamine on several occasions.by: BEAVERTON POLICE DEPARTMENT - Steven Jason Toth, 42, of Beaverton, was arrested on Tuesday as part of an investigation into prostitution and human trafficking of two Beaverton girls.

The investigation showed the victim had been sexually assaulted by the two suspects and through their collaboration, the victim was used for prostitution inside of Stars Cabaret.

Police accuse Moreno-Hernandez of second-degree rape, second-degree sodomy, first-degree sexual abuse, second-degree unlawful sexual penetration, distribution of a controlled substance to a minor, compelling prostitution and promoting prostitution. Toth faces allegations of second-degree rape, second-degree sodomy, first-degree sexual abuse, compelling prostitution and promoting prostitution.

The two suspects were arrested and lodged at the Washington County Jail.

"This is a significant conclusion to a tremendous effort put forth to impact the extremely destructive world of human trafficking," said Beaverton Police Chief Geoff Spalding. "I would like to thank members of the Federal Bureau of Investigation – Regional Computer Forensics Laboratory and the Child Exploitation Task Force and detectives from the Portland Police Bureau who assisted in this investigation."

The two suspects were arrested and lodged at the Washington County Jail on the above charges.
