Police arrest man for shooting

Victim in critical condition


by: SUBMITTED PHOTO - Thomas KnappAn 18-year-old Madras man, Thomas Knapp, was arrested Saturday, Nov. 30, after a report of a shooting at apartments on Oak Street.

According to Assistant Chief Tanner Stanfill, an investigation determined that Knapp was involved in a domestic relationship with the victim of the shooting, Jessica Haynes, 23, and the pair lived together in the Willow Creek Apartments.

"Jessica Haynes was shot by Thomas Knapp and the firearm was recovered in the apartment," said Stanfill in a press release.

Haynes was transported by Jefferson County Emergency Medical Services to St. Charles Madras, and later flown to St. Charles Bend, where she remains in critical condition.

Knapp was arrested on charges of second- and third-degree assault and unlawful use of a weapon, and lodged in the Jefferson County Correctional Facility.

The Madras Police Department was assisted by the Jefferson County Sheriff's Office and the Oregon State Police Crime Lab on the case, which is still under investigation.
