Avamere founder may challenge Devlin for senate seat


Rick Miller filed candidate committee

by:   - MillerSen. Richard Devlin may be facing some competition for his long-held senate seat in District 19.

On April 15, while many were filing their taxes, Lake Oswego’s Karl “Rick” Miller filed a candidate committee — but remained vague on whether he intends to run in November’s general election.

Miller is known in the community as founder of Avamere Health Services, a chain of assisted living facilities, as well as for owning the Jantzen estate on the only private island in Oswego Lake.

In a letter submitted to Secretary of State Kate Brown, Miller said he filed papers for his political action committee, An Independent Voice for Oregon, not because he is confident he will run but because he wanted to comply with campaign laws. If he runs, it will be as an Independent, he said.

“I learned that, as a result of my exploring this process and conducting research, I am required to report expenditures,” Miller wrote, explaining that he hired a political consultant last winter.

Devlin has maintained a steady presence in the Legislature since 1996, when he won the seat for House District 24. He ran unopposed for his senate seat during the 2010 election.

Miller did not immediately return a call seeking comment.
