Contracts awarded for water partnership pipeline

Projects slated to come in under budget, city says


The Lake Oswego City Council approved two construction bids on a pipeline that will run through Gladstone, West Linn and Lake Oswego as part of the Lake Oswego-Tigard Water Partnership.

Five prequalified general contractors submitted bids on all projects, and during Tuesday’s council meeting, council members voted 5 to 0 to award a contract to Seattle-based Frank Coluccio Construction, the lowest bidder for the nearly 3-mile pipeline that will run through Gladstone and West Linn. The company quoted $31.6 million for the horizontal drilling project, which includes nearly a mile of pipeline running under the Willamette River.

Mayor Kent Studebaker and Councilor Donna Jordan were absent.

Salem-based Emery and Sons Construction came in lowest for the remaining line, bidding $11.1 million on the more than three miles that will run from Mapleton Drive in West Linn to Erickson and McVey Streets in Lake Oswego, via Highway 43.

The council also voted unanimously to award a public improvement contract to Emery and Sons Construction.

The Lake Oswego City Council will act as managing partner during the scheduled 18-month pipeline construction period.

“This good news means we are still within our program estimate of $249.8 million for all of our facilities,” said Lake Oswego Mayor Kent Studebaker last week. “We’re still on track, which is good news for our ratepayers.”

The council heard the project was expected to stay within budget, even when the cost of detours and traffic redirection were taken into account. The city plans to work with the engineering department and coordinate detour efforts with other capital improvement projects.

“This is outstanding news for us. We had concerns about potential costs,” City Manager Scott Lazenby said.

Project director Joel Komareck said he was optimistic about the project.

“With award of reservoir and pump station (projects) in two weeks, we will have under contract 93 percent of all construction work,” he said.
