Canby PD help jumpstart case

The investigation that resulted in federal indictments last month against four people accused of bilking a Gaston man of millions of dollars began in Canby.

It grew out an investigation by Canby Police Detective Steve Floyd into a possible elder financial abuse case.

Floyd, a member of the force since 1997, specializes in computer forensic evidence discovery.

As the complexity and scope of the case became apparent, Canby Police enlisted the assistance of the Internal Revenue Service.

The investigation established probable cause that evidence from multiple crimes were stored at the Canby Psychic at 309 SE First Ave.

A March 31 search of the premises turned up documents and paperwork, including several bank accounts and deeds to homes in Woodburn, Canby, Hillsboro and California.

The investigation led to federal indictments unsealed last month accusing a Bend psychic and three family members of bilking the 66-year-old, unmarried tree farm heir of millions of dollars.

Rachel Lee, 43, of Bend; her daughter, Porsha, Lee, 24; and Blancey Lee, 39; all were charged with conspiring to commit wire fraud, conspiring to commit transactional money laundering and 11 counts of engaging in monetary transactions in criminally deprived property.

Samantha Lee, 21, was charged with conspiracy to commit transactional money laundering.

Prosecutors accuse them of taking over and looting the man’s finances and businesses over a seven-year period. Federal documents said they lied to him and his father and misrepresented themselves and their roles to banks and others.

They spent the money on luxury hotel stays in Las Vegas, real estate in Bend, Canby, Hillsboro, Portland, Woodburn and California, and luxury cars, including a $227,000 Ferrari, 2012 Bentley, 2012 Mercedes Benz, 1955 Chevrolet Bel Air and a 1964 Chevrolet Impala.

“Floyd did an excellent job investigating this case,” said Canby Police Chief Bret Smith.

Floyd conducted a complex investigation, requiring a lot of time and a lot of knowledge, and presented a case for criminal prosecution at a federal level, Smith said.
